Ray dis­cuss­es how the Man­i­to­ba Hydro sur­plus elec­tric­i­ty pro­gram is not clear for farm­ers who often want to apply to the pro­gram as they seek to decrease their reliance on fos­sil fuels. Ray dis­cuss­es the gen­er­al con­fu­sion of the pro­gram which tra­di­tion­al­ly was put in place to sup­port farm­ers. Now it seems, lis­ten­ing to Ray, that the province is more favor­able to export sur­plus elec­tric­i­ty. Eric sees a sim­i­lar pat­tern where Man­i­to­ba looks at elec­tric­i­ty exports sales rather than to sup­port elec­tric mobil­i­ty for Man­i­to­bans. Let us be remind­ed that a monop­oly is giv­en to provin­cial util­i­ties so that they work in favor of its cit­i­zen they serve. Not hav­ing farm­ers increase their reliance on fos­sil fuel use seems to be a goal that a pub­lic monop­oly should strive to achieve.
